Goodness gracious, I am fortunate enough to not have any strange hangups or anxiety about shortcomings, but I can empathize with people stuck in a mindset of inadequacy. People that prey on insecurity with no regard for the lives of the people that they market to are among the worst people on the face of the earth.
Our society seems to have a blind spot on this front, with every manner of cosmetic surgery that absolutely destroys people. Doubly so for transgender surgery where some actually consider themselves morally enlightened to encourage it. It's all around an awful state of affairs, and I expect that if humans ever create a truly enlightened society those people will look on this aspect of our time as one of barbarism and debauchery. We are encouraged to mutilate ourselves to sate a nagging sense of inadequacy! It is beyond disgusting.
It's insane to imagine a hard shelled device implanted into a penis, the most volatile organ of the body that can change volume in seconds according to ambient and body temperature and state of arousal. The idea makes me physically sick.
There are legitimate methods for penile enlargement. Among them: PRP shots combined with stretching and pumping. It takes a while and the gains are minor, but much safer than silicone injections or surgery.
