If importing routers was banned, I’m sure Cisco and juniper would go back to making SMB routers. Juniper routers used to be made in Walnut Creek CA!

We’re not really talking SMB here I think, more home / prosumer level. I’d not expect Cisco or Juniper to go into that market segment.
Maybe Netgear/Mikrotik/Ubiquity/Thompson/D-Link/Frtizbox or someone else would edge in.
